The super-concentrated 1990 Barolo Vigna Cicala Bussia is an outstanding wine. When I tasted it, it appeared more structured, tannic, and backward than the 1989. Perhaps it is just the one year difference in age, but the advantage the 1989 enjoys over the 1990 at present is that its fruit is sweeter and more evolved.
